Is there a limit on how much noise you can make in a neighborhood?

ok, i completely understand how bothered you are, but also you should take into consideration that he is an old man, it is true there are limits to noise levels in a neighborhood depending on which state or country you live in, but like i said he is an old man, you cant call the police on him come on, have some mercy, i think you or a group of your neighbors should pay him a visit, and telling him why you are so bothered. im sure he will understand. :)
